|The West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) was established for all the 15 West African countries with the support of the German Federal Ministry of Education and Research (BMBF) to enhance their resilience to Climate Change. The programme started at Lomé in February 10th 2012 with the signing of an agreement of cooperation between 10 West African countries and Germany for the establishment of WASCAL. The WASCAL constitution was ratified by each country to emphasize their commitment. In July 2019 Cabo Verde joined WASCAL and had its programme implemented in addition to the 10 ECOWAS countries. Continuous efforts are ongoing to bring the remaining countries on board. WASCAL’s activities can also help ECOWAS to implement the Paris Agreements on climate change and the Sustainable Development Goals by 2030 through 3 pillars: Research on Climate Change, Climate and environmental services delivery and capacity building through a Graduate studies Programme (GSP) and In-service training. In 2020, the West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) and The Federal Ministry of Education and Research (BMBF) through its Project Management Agency Jülich (PT) have signed a grant agreement number 03SF0605 for a project under the abbreviation “CP_GoGreenGoAfrica – Coordination of Renewable Energy Programme in WASCAL. |
This MoU is a follow up to the Hydrogen Partnership with Africa signed between BMBF Minister Mrs Anjan Karliczek and WASCAL Ministerial Council and Minister of Higher Education and Innovation of Niger in 2020 in Berlin Germany 2020), (https://wascal.org/wascal-climate-news/,https://fuelcellsworks.com/news/germany-hydrogen-partnership-with-africa-begins/. The executive Director of WASCAL in a message delivered during the H2Atlas launch already shown how important the renewable energy is every where particularly those who are far and far from the big citied and need to take benefice of the initiative findings. The implementation of the project will involve all the fifteen West African countries from the period 01.04.2020- 31.03.2023. The first step of this initiative is to evaluate the Potential sources for the development of Hydrogen technology in Africa and also to fill the gap of human ressources needed for the development of renewable energy focused on the use of Green H2.
The Green hydrogen project started with an Atlas development for West Africa. To do this, WASCAL signed agreements with 15 West African countries and ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE). The data collection started in May and most of the countries have completed the data collection by involving decision makers to make it very inclusive. Green hydrogen technology can be considered as the bridge between Africa and Europe as indicated by Prof. D. Ad van Wijk. The project was launched in June and will involve key strategic partners from Germany during the atlas design and the capacity development. The initiative of the Federal Ministry of Education and Research of Germany (BMBF) have a programme developed to decarbonize the energy-intense sector in collaboration with Forschungszentrum Jülich (Lead Partner and Coordinator) started by exploring the potential of green hydrogen production in Africa. The proposed project which is multi-phased is expected to lead to the development of an Atlas of Green Hydrogen Energy Potential in Africa, identification of potential sites and development of concept for pilot project, generation of survey report, implementation of pilot production and scale-ups.
The technical committee has also strongly recommended enhancing of skill during the implementation of the project. The capacity building involve Post-doctoral and PhD fellows who have been already committed in the different team for understand more about the source of the data. The implementation of the project will involve several actors and the use of a huge quantity of biological material and diverse sources of data from the country. Hydrogen technology can be developed from diverse source using solar, win, bio-energy. For bio-energy the use of biomass can be done from cultivated crop and natural resources including gaz could be taken into consideration. There is a need to evaluate in the country the existing sources of bio-energy as potential means for energy production.
|Duties and Responsibilities & Profile of the Postdoc|
|Essential duties The Postdoc will collect relevant data from all the 15 West african countries to have more understanding of the law and regulations in the countries and for data related to policy. He will work in collaboration with the team in the GSP. The Post Doc will provide :Conduct data collection on renewable Energy with the focus on Hydrogen technologies that have been developed and the environment that can |
– Enable the technology implementation data related to law,
-data related to policy
-all others data in the field of renewable energy that can be
useful for the implementation of the green H2 production in
– Analyze the data collected and provide a report on existing
law and policy and how these low and policy can help the
hydrogen technology development,
– Innovate and collect any relevant information for WASCAL’s needs
– Promote the image of Good image of WASCAL
Profile of the Postdoc – The Postdoc should be :
– A PhD holder with relevant knowledge in renewable Energy,
law, Social and environmental Science to collect required data
– A PhD holder from one of the Doctoral Schools could be an
– Experience in the area of Climate Change or renewable
Energy, data collection and data analysis, conducting survey
– Experience with statistical analysis
– Proficiency verbal and written communication skills
Good proficiency in English and French,
Duration of the contract: The contract will last for 6 months and should be extended for a period of 6 other months based on performance and evaluation
