The Facility Manager is a pivotal leadership role responsible for ensuring the seamless functioning of all operational and administrative services that underpin productivity and workplace experience of WASCAL Competence Centre (CoC) and the Graduate Studies Programme (GSP). This position oversees a diverse portfolio—including facilities management, administrative support, vendor relations, health/safety compliance, and resource optimization—acting as the central hub for maintaining an efficient, safe, and responsive work environment.
By strategically aligning service delivery with organizational goals, the facility manager directly impacts employee satisfaction, cost efficiency, and business continuity. This role demands a proactive leader adept at multitasking, problem-solving, and fostering cross-departmental collaboration to elevate our operational infrastructure.
Main tasks
Facilities & Infrastructure Management
- Oversees the management of the organization’s facilities and infrastructure, including regular and preventive maintenance, reparations, security, space planning, and asset lifecycle management.
- Drives compliance with health, safety, and environmental regulations while implementing sustainability initiatives to reduce energy/water consumption and to improve the service life of investments.
- Leads daily operations of the CoC building to ensure a safe, functional, and future-ready workplace aligned with organizational objectives.
- Coordinate travel arrangements and support event planning at the CoC
- Oversee, update, control and document inventory management and logistics operations
Ensuring the safety of goods and people within the company
- Ensure that hygiene, maintenance and safety rules are applied in compliance with corporate social responsibility and sustainable development requirements of the building.
- Plan and supervise fitting-out, maintenance and monitoring operations of nonprofessional facilities at CoC building (IT tools, air filters and cooling systems, photocopiers, printers, multimedia etc.).
- Define and optimize equipment maintenance plans (electrical, HVAC [heating, ventilation, air conditioning), check equipment and premises to ensure they comply with current regulations and guarantee the safety of people and property.
- Program and supervise safety operations within the building (evacuation drills, fire alarms, fire training, etc.).
- Supervise employee authorizations and access` rights into the CoC building.
Optimized management and use of infrastructures and work tools adapted to employees
- Coordinates office or workspace set-ups, and events with the overall supervision of the Director of CoC,
- Manage supplies and inventories required by each employee (furniture, IT equipment, cars, etc.).
- Monitor maintenance and upkeep of premises, be responsible for work and negotiate contracts while complying with current regulations (cleaning, mail, reprographics, couriers, reception, etc.).
- Ensure that technical equipment is properly adapted and understood by users.
- Identify areas for improvement and implement necessary changes.
- Organize the necessary operational resources according to the needs of the various departments.
Other Administrative activities
- Monitor and manage the effective operations of the official vehicles
- Ensure the legal compliance of the sites for which he/she is responsible and draw up operating and investment budgets with a view to controlling costs, using precise management tools to control and monitor site consumption and infrastructure use.
- Submission of quarterly and yearly reports on the Facility manager’s activities (problems and solutions, opportunities and risks), yearly budget management including recommendations for the upcoming period to the director of the Competence center.
Minimum Qualifications
Bachelor’s degree (Bac+3): in Facility Management, Building Maintenance, Mechanical/Electrical Engineering, Construction Management, or a related field.
Experience
- Minimum of five (5) years of proven experience in general services, managing buildings or facilities (preferably multi-story or institutional buildings)
- Experience in managing HVAC systems, electrical and plumbing systems, water systems, security systems, and general building maintenance.
- Experience working with service providers, vendors, and maintenance teams
- Knowledge of procurement/purchasing will be an advantage
Know-how and skills /Technical skills
- Excellent knowledge of all QHSE (quality, health, safety and environment) standards and procedures
- Good knowledge of central electrical/water systems, plumbing, HVAC systems, especially central air conditioning, including preventive maintenance and troubleshooting
- Proficiency in office automation tools, energy efficiency practices, and sustainability
- Good knowledge of public procurement
- Knowledge of the institution’s various activities
- Managerial skills (hierarchical and cross-functional)
- Strong communication and interpersonal skills
- Capacity to work independently and supervise teams or contractors
- Fluency in both French and English (spoken and written) is required.
