WASCAL IS HIRING: PLANT MANAGER

JOB LOCATION:     Gyankobaa in the Kumasi Metropolis, Ghana

DURATION: 1-year renewable contract subject to availability of funds

Overview:

The Federal Ministry of Education and Research of Germany (BMBF) in collaboration with the Ghanaian Ministry of Environment, Science, Technology, and Innovation (MESTI), funded the construction and operationalization of the pilot Hybrid Waste to Energy (W2E) power plant in Atwima Nwabiagya South Municipality of the Ashanti Region of Ghana. The project is coordinated together with the University of Rostock (UROS), Germany and the West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL).

The overall aim of the project is to enhance self-sustainability of waste management in the country through research, development and demonstration including capacity development. The project also develops concepts for waste segregation, conversion of various fractions into energy by using biogas and pyrolysis. The hybridization of the pilot is supported by the solar PV installation. Additionally, the project also seeks to create business models to successfully replicate and propagate this model in 10 different regions in Ghana. The project with all the above stated activities aims to bring unique combinations of research and technology to Ghana to support and improve sustainable waste management.

To ensure the successful implementation of the Project, WASCAL is seeking highly motivated and talented candidates to fill the position of Plant Manager.

Key Duties and Responsibilities

The Plant Manager is responsible for the security, maintenance, and services of work facilities and assets to ensure that they meet the needs of the organization and its employees.

Under close supervision from the WASCAL, the successful candidate will perform the following duties:

Core Facility Management

  • Plan and coordinate all planned preventive maintenance, reactive maintenance, installations, and refurbishments.
  • Maintain accurate records of planned maintenance and statutory inspections.
  • Track the progress of facility, recurring issues, and long-term repair issues
  • Conduct regular key inventories and maintain appropriate records.
  • Overseeing and agreeing to contracts and providers for services including security, parking, cleaning, catering, technology…
  • Supervise, and coordinate the work of contractors for all planned and reactive maintenance and small project works.
  • Assist in planning for future development in line with strategic objectives.
  • Ensure the maintenance of an attractive and safe working environment.
  • Ensure compliance of the plant activities and environment with relevant statutory responsibilities.
  • Liaise with external bodies as appropriate (Ghana Fire Service, Ghana Police Service, Environmental Protection Agency, the Municipal Assemblies etc).
  • Conduct investigations, draft reports, and make written recommendations.
  • Follow set protocols on the site strictly (administrative and operational) as well as control and guide the compliance of the protocols to other employees.
  • Develop or modify existing reporting structures and report on a daily, weekly, monthly and yearly basis.
  • Demonstrate flexibility in handling complex tasks

Operational efficiency

  • Use performance management techniques to monitor and demonstrate achievement of agreed service levels and lead on improvement.
  • Develop and lead plans for ensuring that the plant uses resources efficiently and sustainably including energy and water.
  • Check that agreed work by staff or contractors has been completed satisfactorily and follow up on any deficiencies.
  • Support the Steering Committee in developing a robust practical and implementable business model for the entire value chain of the operations within the pilot to operate it as self-sustaining facility.
  • Support the Steering Committee in developing a medium to long-term growth strategy.
  • Run the day-to-day operations as per the developed and approved plans from coordinators (UROS and WASCAL) and accomplish the defined tasks.
  • Integrate into the team and create a team-working environment.
  • Ensure quality by working with the Lab Technician to carry out quality control measures based on lab results.

Supervise Personnel

  • Organise the team to reach annual, monthly and daily goals and objectives for the Unit and team defined by the coordinators.
  • Supervise multi-disciplinary teams of internal and outsourced staff including cleaning, maintenance, grounds, and security.
  • Lead the team to ensure effective working relations and achievement of the defined objectives.

Health Safety and Environment Duties & Responsibilities: 

  • Ensure that the buildings, equipment, tools, and activities both on-site and off-site meet health and safety requirements.
  • Ensure the resolution of hazards within agreed timelines.
  • Report on transport records and maintenance activities.
  • Act as a Safety representative ensuring compliance with all health and safety protocols at all stages

Educational Requirements & Experience: 

  • Master’s degree or equivalent in Energy, environmental, mechanical Engineering, Facilities Management, Project Management, Business Management, or other relevant degree-level qualification
  • Minimum 5 years of experience working in a similar facilities management or engineering project management role, within a medium to large organization, including line management responsibility for a multi-skilled team.
  • Experienced working in an environment of health and safety and statutory compliance.
  • Experience in dealing with ISO 140001 or ISO 50001 management systems is an advantage.

Knowledge, Skills, and Abilities: 

  • In-depth knowledge and experience in facility or Engineering Project Management
  • A working knowledge of Occupational Health and Safety
  • Ability to work in compliance with OHSE and EMS policies.
  • Analytical and problem-solving skills
  • Proactive with a high level of initiative, capable of identifying new work and improvements independently.
  • Organization, time management, prioritizing, and the ability to handle a complex, varied workload.
  • Excellent verbal and written communication in English
