Dr. E. M. Ramadan DIALLO is the Guinea representative on the WASCAL Governing Board.

He holds a PhD in political science,  a master’s in international relations and diplomacy, and a degree in Public Law.

He is the Deputy Director General of Scientific Research at the Ministry of Higher Education, Scientific Research and Innovation of Guinea (MESRSI).

Before joining the Ministry, he was a Consultant for the International Republican Institute (IRI), an American non-profit, non-partisan organization, World Bank consultant on the “Risk factors for violence and resilience in Guinea” project, consultant for the Dakar-based West African Think Tank WATHI, funded by the Konrad-Adenauer Stiftung Foundation, on the “Political Guinea” project in connection with the October 2020 presidential election.

He was also the Deputy Executive Director at the  International Research and Documentation Centre (IRDC), based in Conakry, a Political analyst with the European Union Election Observation Mission in Guinea (EU EOM Guinea), and lectured / supervised research work in Guinea’s higher education institutions.
